PPN Implementation Roadmap 2024
|
This Roadmap was initially developed as a follow-up to the Public Participation Network (PPN) Structural Review that was carried out in 2021/2022 and further refined following a consultation process with PPN stakeholders.
The overarching purpose of the Roadmap project is to implement changes to PPN structures to enable them to more effectively fulfil the overall objectives set out for them in the 2014 Working Group Report on Citizen Engagement with Local Government.
The review report outlines findings in respect of the PPN structures and also puts forward recommendations aimed at improving them and addressing some of the current challenges.

Public Consultation Strategic Policy Committee (SPC) Draft Scheme 2024 - 2029
|
All County Councils will be looking for input into their draft Strategic Policy Committee (SPC) Schemes.
The role of the SPCS, as committees of the Council, is to consider and advise the Corporate Policy Group and the full Council on matters connected with the formulation, development, monitoring and review of policy which relate to the functions of the Council and which are linked to the Corporate Plan.
SPCs bring together both elected members and people actively working with social, community/voluntary, economic, cultural, business and environmental bodies to assist in the work of the committees.
Carlow PPN have 9 Seats that represent the voice of the community and sit on the 4 SPCs in Carlow County Council.

Carlow PPN provides a method for communities to engage with Carlow County Council to ensure that they have a say in local decision making. The PPN is the recognised link through which Council departments connect with the community & voluntary, social inclusion & environmental sectors in Carlow via the PPN Representatives.
Community representation – that of the Community and Voluntary,
Social Inclusion and Environmental sectors -
is a core function of the PPN
PPN Representatives who sit on council boards and committees report back to PPN groups on matters that concern them, and is a mandatory requirement of PPN Representatives.
|
Following the outcome of the local elections, Carlow PPN will soon be informed of PPN seats available on Carlow County Council boards and committees in which you or someone from your group may be interested in getting involved with.

Climate Action Week 14th – 20th October 2024
|
Carlow County Council will host its first ever Climate Action Week from the 14th to 20th October, 2024. This week is an opportunity to highlight the many positive climate actions already underway in Co. Carlow, while drawing attention to the topic of climate change and climate action to the general public.
The Climate Action Team has co-ordinated a wide range of free events. Including each of the groups funded under the Community Climate Action fund which will host events in their community.
Áine Byrne, Community Climate Action Officer says “she hopes Climate Action week, will encourage people to engage in climate conversations. And that from those conversations people will start to develop an awareness of what positive action is already taking place, providing encouragement to consider what changes they can take at a personal and community level.”

Free Information Workshop on Community Energy Grant Funding
|
The South East Energy Agency, in conjunction with Carlow County Council are running this online workshop regarding community energy grant funding. This workshop will discuss funding opportunities for energy efficiency and renewable energy projects. You will be provided with helpful tips on what you need to consider to make a successful application.

Carlow Town Energy Masterplan Launch

Carlow is on a path to becoming an energy efficient community, guided by the Sustainable Energy Communities programme and the Carlow Town Sustainable Energy Communities.
The Carlow Town Energy Masterplan will be launched by Marina DeCosta, on Thursday 16th October, 2024 from 11am to 2pm.
Marina will help interpret the master plan and discuss opportunities for local climate action.

Age Friendly Community Meetings - Tullow Public Consultation
|
Carlow County Council and the Carlow Age Friendly Alliance are developing the new Age Friendly County Strategic Plan with meetings taking place in each municipal district within Co. Carlow.
The Alliance would like to hear from persons aged 55 years and over in County Carlow. The first consultation will take place in Tullow, followed by Carlow Town and then Borris.
Join friends and neighbours at a community consultation to talk about what matters to you! Refreshments will be provided. There is also limited funding available for transport for small groups which will be allocated on a first come first serve basis.

Carlow County Council Launches Farmer Wellbeing Programme
|
The farming community are invited to attend free informative talks, that address important issues such as farm succession and will-making, gambling addiction, coping with grief and sudden death, coping with the pressures of farming, managing time, and farm safety.
Each of the talks will conclude with a hot dinner and an opportunity to chat to speakers and fellow farmers. The series will culminate in a Wellbeing Day, complete with information stands, wellbeing packs, health supports, and more resources for local farmers.

On September 30th 2024, the Urban Regeneration and Development Fund (URDF) team in Carlow County Council launched their survey to get your input on the challenges facing Carlow town centre and what you'd like to see happen to improve these challenges for now and for future generations.
The main Town Centre URDF bundle of projects currently consists of proposed improvements to Potato Market, Upper Tullow St., Barrack St. and Kennedy Avenue.
If you take the survey and enter your contact details at the end, you'll be entered into a draw for a €100 Love Carlow voucher.

Inland Fisheries Ireland is offering €250,000 of funding to groups that help disadvantaged or disabled people. The aim is to introduce individuals who are socially, economically, and educationally disadvantaged, as well as those with disabilities, to the recreational benefits of fishing. Projects worth between €2,000 and €5,000 will be awarded funding through the Go Fishing Fund. Climate Actions Work fund is specifically for climate engagement, to support and inspire people to talk about the climate actions that can improve their local areas. The main focus will be encouraging and supporting climate engagement and communications actions.

|
Carlow Age Friendly Alliance and Carlow County Council with other Alliance partners are calling on adults aged 50 and over in Carlow to participate in a crucial survey aimed at making our community more age-friendly by informing the upcoming Carlow Age Friendly Strategy 2025-2029. This initiative is part of Carlow’s ongoing commitment to promoting inclusivity, well-being, and making Carlow more ‘Age Friendly’ in line with Age Friendly Ireland and the World Health Organisation’s Global Age Friendly Framework. Age Friendly Ireland is a Local Government led service in Ireland, working with multiple national stakeholders to prepare Ireland's infrastructure and services for the predicted rapid increase in our older population.

Call for proposals to optimise short food supply chains
|
Minister of State at the Department of Agriculture, Food and the Marine, Senator Pippa Hackett, has announced a public call by her department for innovative proposals to maximise the return to primary producers from short supply chains, which includes the development of community gardens. The call for the period 2024-2026 will be open for applications until 11 October 2024. Applications can be emailed to organicpolicy@agriculture.gov.ie or sent by post to Organic Policy Unit, Department of Agriculture, Food and the Marine, Johnstown Castle, Co. Wexford.

To celebrate over fifty years of Carlow County Museum, the next Carlow Historical and Archaeological Society (CHAS) lecture will be on the 16th October, 2024 in the Seven Oaks Hotel Carlow at 8pm.
It will be delivered by Museum Curator, Dermot Mulligan, and will focus on the development of Carlow County Museum over those years.
